Emergency Operations Systems Development: Civil Defense Rescue Phase II.

Abstract

The major purpose of the Phase II rescue task was to redefine the rescue function in terms of a broad lifesaving role so that the bases for guidance materials for local governments would be fully supported by these findings. The report deals with the attack environment, base for rescue, rescue operations, supporting services, program elements, and rescue force acquisition.
