Evaluation, Inflation, and Order of Merit.

Abstract

The Army has increasingly turned to the use of various types of 'order of merit lists' as an aid to making decisions with respect to selection for schooling, promotion, and the filling of key assignments. The paper examines this scoring system, in particular the phenomenon of 'meaningful versus apparent variation'.
