Project 'P.O.L.': Optimizing Procurement of Aviation Fuels for Defense Supply Agency - Network Generating Algorithm (NGA).

Abstract

A new optimization package has been developed which casts the Defense Supply Agency POL bid award problem in terms of a network formulation. The problem is viewed as a collection of nodes which represent the oil companies, government storage terminals, and military installations, and arcs which represent the transportation net connecting these physical locations. The required input to the optimization package is the precise description of the nodes and arcs in the network. The report describes an algorithm which develops a network description based on currently structured DSA data files. (Author)
