A Markovian Force Structure Model.

Abstract

A partitioned stochastic transition matrix is used as a Markovian model for structural change in graded manpower systems. The model allows four controls on system structure--recruitment, promotion/demotion, attrition and time. Through the model a means of selecting a combination of these control policies is sought which will optimize, in some sense, the benefits accruing to the managers of the personnel system in terms of the measure of merit associated with the structural change.
