Development of an Analysis and Evaluation Methodology for Command and Control.

Abstract

The report documents progress in development of a methodology to assist analysts in obtaining better status, predictive, and diagnostic information regarding Navy Command and Control (C and C) through use of available data resources and systems personnel knowledge. As the underlying concern is the operating effectiveness and performance of manned systems, much of the methodological logic and concepts under development are fundamental to manned systems problems in general. First year results include recommendations stemming from the study and observation of fleet operations. These concern carrier air traffic control center personnel selection and evaluation, equipments and crew station design, carrier air traffic control policy, and officer management training.
