Abstract

The manual identifies the principles, organizational structures, facilities, and procedures to be used by major command communications-electronics (C-E) staffs and signal operating units in planning, engineering and control actions that are performed in connection with the installation and operation of tactical communication systems. Functional responsibilities and hierarchical relationships of headquarters and units are defined and doctrinal guidance is provided for effective and responsible management of the tactical communication systems. The systems of primary interest are those providing command and area communications support at division level and above. However, the techniques, methods and procedures that are described may be used advantageously in the planning and control of other tactical systems. The policies and operating procedures described in this manual are sufficiently flexible for a variety of force compositions, in either nuclear or conventional warfare.
