Case Studies in Subcontracting.

Abstract

Subcontractors play a significant role in government procurement and are essential to an effective procurement process. Current estimates of DOD procurement show that at least 50% of prime contract funds are subcontracted. A series of three case studies has been developed to illustrate major concerns in subcontracting. The cases are designed to introduce the student to subcontracting and to specific procedures and requirements of Contractor Procurement System Reviews, subcontract review and consent by the government, and subcontractor source selection. Particular attention has been paid to an examination of subcontracting from the point of view of both the prime contractor and the government as well. Teaching commentaries are included to assist the instructor. (Author)
