A Brief Critique of Clausewitz and Rapoport on Theories of War.

Abstract

A basic dilemma for a democratic society involves the development of adequate military strategy in the context of civilian control. Clausewitz provides a possible model, and Rapoport argues that although this model has been in temporary eclipse between the world wars, it is finding new advocates among the 'Neo-Clausewitzians' such as Aron, Schelling, Kissinger and Kahn. Rapoport fears the applicaton of the model in a nuclear context. An interpretation of Clausewitz, supplemented by a useful set of distinctions developed by Rapoport among theories of war, could provide the basis for a reexamination of American policy formation in both its political and military aspects.
