New Congressional and Presidential War Power Roles.

Abstract

The essay reviews the constitutional basis for the exercise of war powers and includes the basic intent of the Framers of the Constitution of those constitutional provisions. The use of war powers are traced on a selective basis throughout the history of the country with emphasis placed on the most recent years. An analysis is made of the War Powers Resolutions of 1973, the first Federal law in recent years on war powers, with some indication of the probable future Congressional and Presidential war power roles.
