A Proper Place for Civil Affairs in the US Army.

Abstract

Can the Army utilize its civil affairs assets most effectively in the active service or in the reserve or in some combination of both. The essay examines that question and concludes that the proper place during peacetime for CA is in the reserve; that manpower is wasted in the active Army; that better methods must be found to make the CA assets available to the active forces on short notice.
