Management of the Army Reserve by the Army Reserve.

Abstract

The question is how can the active army better manage the Army Reserve. At present, the Chief of the Army Reserve is a special staff officer at DA level, and multiple layers of active army commands attempts to manage the Army Reserve, facing new problems and needing new approaches to solving its problems. An alternative management program is presented whereby CAR would wear two hats like the Chief of Air Force Reserve, and would actually command the Army Reserve with the addition of some necessary geographic subordinate headquarters. Past Army Reserve management practices were examined in comparison with those of the National Guard Bureau and the reorganized Air Force Reserve. (Modified author abstract)
