The United States Policy: 23 Mature Partnerships in Latin America.

Abstract

Since the end of the war in Vietnam the Administration appears to be looking more in the direction of Latin America. On 18 May 1973, during a seven-nation tour of Latin America, Secretary of State William P. Rogers made a speech in Bogota, Colombia, which was billed as a major policy announcement. The essay looks at whether or not the first two points of that speech are realistic and compatable. Basically the two points are (1) The United States will recognize the diversity of the 23 Latin American nations and deal with each separately; and (2) the United States relations with each nation will be 'as equal as friends can make them'. Special emphasis is given to the dynamics of Latin American nationalism to determine its impact on the two points being examined. (Modified author abstract)
