Crisis Relocation: Distributing Relocated Populations and Maintaining Organizational Viability.

Abstract

The report examines alternative means for determining the hosting capacities of communities which might receive additional population during a crisis relocation. The indicators which are considered include fallout and basement spaces available, per capita retail trade, housing quality, and poverty levels. The study concludes that hosting capacity should be based on the organizational capacity of communities both to support additional population (by distributing essential goods and services) and to organize and utilize relocated workers. The report emphasizes the need for maintaining organizational continuity and the organizational affiliations of government, production, and service workers through a crisis. It suggests further exploration of disaster-response and crisis relocation strategies which focus on the role of existing organizations in communicating and implementing preparedness concepts.
