Maintenance of Strategic Models for Arms Control Analysis. Volume VII. The TRANSLATOR Program,

Abstract

The Translator Program was developed early in the ACDA/WEC-213 contractual time period. The purpose of the program was to establish an automatic linkage between an RPM warhead allocation and SIR NEM. At that time, this was a way of using the capabilities of the RPM strike with the SIR NEM collateral assess for blast and fallout. In the span of time covered by the ACDA/WEC-213 contract both RPM and the Translator evolved. RPM now contains within itself a collateral assessment capability for blast and fallout.
