The Contracting Officer and the System Manager: and Analysis of Authorities and Responsibilities Within the Department of Defense.

Abstract

Is there a conflict between the authorities and responsibilities of the contracting officer and those of the system manager. The author seeks answers to this question by examining the opposing factors between the contracting officer and the system manager, sorting out those which contribute to a healthy program office organization, and identifying the point where collaboration between them should overshadow opposition. The historical evolution of the roles of the contracting officer and the system manager is traced form the Revolutionary War to the present. (Author)
