Regulation of the Professional Mobility of Research Staffs,
Abstract
The question is discussed of the regulation of mobility of research staff. It is most important to consider the question of whether more valuable work can be done by a scientist in his present post, or after accepting a new post. Cards, containing pertinent information of personnel, should be used in conjuction with computers, to ensure that a scientific position is filled by the best possible person.
