The paper covers the following experimental aspects: (1) Photoelectron emission cell and operation procedure; (2) Optical system and determination of photon flux; (3) Electronics and methodology; and, (4) Calibration of detectors with a quartz-iodine lamp calibrated by the National Bureau of Standards.
