Sealift Procurement and National Security (SPANS) Study. Executive Summary

Abstract

The Sealift Procurement and National Security (SPANS) Study addresses three basic issues: (1) The financial impact on the general cargo shipping companies of the U.S. Merchant Marine of the competitive negotiated procurement system currently used by the Department of Defense (DoD); (2) the adequacy of shipping assets available to DoD; and (3) the economic desirability of replacing currently government-owned or chartered vessels through the acquisition of new vessels for the Military Sealift Command (MSC) controlled fleet. The SPANS study provided basic research and analysis for recommended courses of action for DoD.
