Management of U. S. Navy Cryptologic Resources Using Management by Objectives.

Abstract

The thesis is a study of the management process of Management by Objectives and its use as a method for management of U. S. Navy cryptologic resources at the U. S. Naval Security Group Command Headquarters. The thesis is designed to encourage the manager to use management by objectives from the standpoint of a four-phase process, Objective Development, Objective Setting, Implementation of Action and Control and Reporting. Methods and techniques to assist the manager in carrying out this four-phase process have been discussed and included. This study has produced a system that managers within the Naval Security Group Headquarters could use as a basis for installing Management by Objectives. (Author)
