Analysis of Workload Planning and Allocation of Resources to Support Field Administration and Inspection of Naval Facilities Engineering Command Construction Contracts.

Abstract

The thesis explores the relationships between the resources required to administer and execute the Naval Facilities Engineering Command (NAVFAC) construction program and the resources allocated. It describes the current organizational procedures followed by NAVFAC and its Engineering Field Divisions (EFD) in distributing limited resources among the offices of the Resident Officers in Charge of Construction (ROICC). The current system's reliance upon the use of the dollar value of work-in-place is discussed, and additional variables influencing the ROICC workload are examined. Also a proposed classification system is considered as a means of relating specific variables with the ROICC's administrative and inspection workload. Finally possible short-range and long-range methods for improving the allocation procedures are proposed. (Modified author abstract)
