Studies in Support of the AMARC: Review of Cost Effectiveness Analysis. Volume 1.

Abstract

As part of the Army Materiel Acquisition Review Committee (AMARC) effort, LMI was asked to review cost-effectiveness analyses (COEA) that were done in early stages of program development for quality and trends in quality. That was done for five disparate Army systems developments. It was found that COEA were not looked upon as continuing efforts during program development but rather as a one-shot exercise to support the concept development package. There were many different models employed at relatively low levels in the development organizations, with little consistency among forms of models or cost data used.
