The Impact of Preferential Military Spending in Areas of High Employment.
Abstract
Preferential spending by the Department of Defense, in areas of high unemployment, is one of several social content programs designed to enhance the nation's economy. This program, which has been in operation since 1952, attempts to cause improvements in the rate of employment in those areas of the United States that are experiencing a level of unemployment substantially above the national average. Two controversial aspects of the implementation of this program are that there will be no price differentials and only a portion of the contract will be preferentially awarded to a firm located in an area of high unemployment. This thesis investigates the developments which led to the implementation of the program and statistically tests the effectiveness of the program in terms of reduced unemployment rates resulting from preferential spending.
