The Unionization of Air National Guard Technicians and Its Impact on Labor-Management Relations.

Abstract

Following a comprehensive review of Federal unionism history, this study focuses on the specific introduction of unions into the Air National Guard, the movement's growth, and the impact that growth has has on managers and technicians by examining various indicators and grievance issues reaching the national level for resolution. Recent developments in the Federal labor relations field are reviewed in light of legislation before Congress and the authors conclude that such laws may soon replace existing Executive Orders. The study ends with specific predictions regarding the future of labor relations in the National Guard and the entire Federal sector, along with a discussion of the 'right to strike' issue.
