Empirical Bayes Estimation in Quality Control and Reliability: an Exposition and Illustration.

Abstract

Two real-data illustrations of the use of Empirical Bayes estimation in quality control and reliability are given. The Empirical Bayes method is applied to the problem of estimating the outage rates for two adjacent 115 kV transmission circuits of a regional power company. Comparisons are made with standard classical and Bayesian procedures. The method is also used to obtain Empirical Bayes single-sampling attributes inspection plans that achieve specified posterior consumer and producer risks. The single-sampling plans are based on the sampling inspection history from 205 past lots of U.S. Navy material. Comparisons are made with classical sampling procedures. In both examples the Empirical Bayes method is observed to yield certain improvements over the standard procedures. (Author)
