The Air Force Supervisor and the Union: A Study of Attitudes of Supervisors in a Major Air Command Headquarters.

Abstract

The study investigated the attitudes of supervisors in a major command headquarters toward federal employee labor organizations. A questionnaire was developed with the aid of a panel of labor-management relations experts to measure three components of attitude, cognitive (knowledge), affective (emotional reaction), and behavioral (intended behavior). The panel also developed a standard for each component which represented the minimum score that should be achieved by a supervisor whose components of attitude were consistent with Air Force labor-management relations policy.
