AFROTC Detachment Evaluation.

Abstract

The purpose of the research was to determine the importance of seven effectiveness criteria in the evaluation of AFROTC detachments. The criteria were production, cost per graduate, cost per pilot, UPT attrition rate, retention rate, mean AFOQT scores, and mean adjusted OER index. Other factors are undoubtedly important, but data availability and time constraints permitted only a limited investigation. Fifty detachments, picked at random from 171, were evaluated by 18 judges as poor, fair, average, good, or excellent. The AID4UT/AIDTRE computer algorithm was used to process the evaluations and as an aid in analysis of the judges' decision process. Mathematical models of the rating policies of each judge were formulated through policy capturing techniques. (Modified author abstract)
