Army Test and Evaluation Revisited: An Appraisal of the Present System

Abstract

Significant changes were made to the Army structure during 1972-1973 with the formation of TRADOC, FORSCOM, and OTEA. At the same time the Army instituted new basic policies for material acquisition. The impact of these changes on the test and evaluation process was examined to determine if the new organization improved the way the Army did its testing. Additionally, the current test system and organization was examined to identify areas where improvements could be made. The findings are discussed.
