The Use of the ADAGIO Computer Program in Strategic Evacuation Analysis.

Abstract

This paper provides a user's guide to the ADAGIO-S computer program, a program developed to run parametric analyses of Nationwide Strategic Evacuation as an aid to Crisis Relocation Planning. The program provides an allocation of population evacuated from major cities to the closest reception centers consistent with a set of user-imposed constraints, which include risks due to nuclear weapon effects. The present version does not address feasibility of travel modes, evacuation time requirements, or social or political aspects of an evacuation; and, thus, it should be considered as providing initial planning guidance rather than final allocations.
