Abstract

This document contains the required substantiating data for management evaluation factors. These data, plus applicable data from the Phase I proposal, should provide the necessary support for information summarized in the design status reports. Factor 1, which deals with organization, has been included to reflect the changes in personnel and management structure since Phase I.
