Value engineering is a systematic appraisal relating cost to function and which considers all aspects of the product or system development from conceptual stage through operational use and support for its specified life. Its purpose is to identify and eliminate overstated requirements, unnecessary functions, and cost. Other product cost reduction and product improvement activities shall be consonant with the value engineering program. The value engineering plan will be implemented through use of the following methods: Application of value engineering techniques by employees in performance of their assignments. Informal analyses and recommendations developed through consultation. Formal analysis of design, development, test, tooling, planning, and manufacturing. Value engineering in conjunction with procurement functions.
