ESTIMATING PARAMETERS FOR A CIVILIAN-MANPOWER-POOL PROJECTION MODEL.

Abstract

Effort was made to develop inputs for use in a civilian-manpower-pool projection model, which would reflect the demographic distribution of the male population in the 1965-1974 era. The purpose of the civilian-manpower-pool projection model is to project the distribution of the male population by selected demographic variables under alternative military-civilian manpower policies. The existing data are not readily useful and as a result multisource estimates were made of age-specific marriage rates, fatherhood rates, military service qualification rates, and draft deferment and exemption rates. The research presented in this paper represents the results of an analysis of available data on population characteristics with respect to classifying the male population according to the present Selective Service System. This enables us to measure the impact of policies affecting the civilian manpower pool in terms comparable to existing measurement procedures. (Author)
