A COMPARATIVE STUDY ON THE CHARACTERISTICS AND COMPENSATION OF TECHNICAL MILITARY OFFICERS.

Abstract

The effective utilization of highly talented people in science, engineering and technical management within the Department of Defense is continually under review. In an effort to study the quantitative properties of the Defense laboratories, comparative analyses have been conducted with a view to isolating similarities and differences between Government and private industry. Of these analyses, several have been in the area of compensation. This study is the last in a series of three on the characteristics of compensation for military officers; here, for the first time, the Army RDT and E (research, development, test and evaluation) officer is identified and compared with Navy and Air Force RDT and E officers and with professionals engaged in RDT and E in the Defense laboratories and in the civilian aerospace industry. Because of the three rather dissimilar organizations-government, military and industrial-certain assumptions had to be made for this study: (1) Similarity of job positions permits a valid comparison; (2) Age, as a reflection of professional experience, is a factor in the explanation of salary differentials; and (3) Education is a measure of potential worth. The characteristics of the Army technical officer are first given; then, by using the parameters of age, education and compensation, the five RDT and E samples are compared.
