DEVELOPMENT AND TEST OF A TECHNIQUE FOR ESTABLISHING PERSONNEL PERFORMANCE STANDARDS (TEPPS).

Abstract

Work conducted during Phase IV of a study to develop and test a method for establishing personnel performance standards (TEPPS) is reported. An empirical evaluation of TEPPS was conducted by application to a CIC system. Results of the test and implications for refinement are discussed. In addition, the general problem of system effectiveness requirements allocation is treated and a model for allocating performance standards based on time is presented. The need for human capability data in man-machine modeling is discussed in conjunction with the results of a literature survey conducted to obtain human capability data useful for man-machine modeling. The use of subjective scaling techniques as a means for obtaining relative estimates of human capability data is treated along with the prospect of pursuing compilation of a universal store of human capability data.
