A PLANNING CONCEPT FOR A 1970-1980 NAVAL TACTICAL COMMAND AND CONTROL SYSTEM.

Abstract

This report is the culmination of an extended research effort, dedicated to defining a usable system planning model for Naval Tactical Command and Control Systems of the 1970 - 1980 time period. This model is used in developing a system concept encompassing the integration of several systems on one platform for multi-purpose ships. The planning model develops for the 1970 - 1980 time frame an environment based on system performance criteria, such as unity, integrity, continuity, compatibility, flexibility, and effective response. This report performs a comprehensive analysis of the technological requirements necessary for fulfilling a tactical command and control system; it represents a broad consensus of expert opinions in industry, research and government laboratories; and it attempts to project the availability of, and needs for, technologies for tactical command and control systems of the 1970 - 1980 time period. This report also defines the basic tasks and functions of Naval Officers in command, in exercising that command, and in achieving a maximum effective response from their staffs and force units. In the final portion of this document, the command and control system concept is applied to the CVA(N)-68 and is described in terms of the basic tasks and command and control functions. This section shows how the system will evolve through incremental changes in organization, equipment, programs, operating procedures, and operational concepts. (Author)
