EFFECTIVENESS OF DISPLAY SUBSYSTEM MEASUREMENT AND PREDICTION TECHNIQUES.

Abstract

This report describes methods by which the Organization, Cost and Effectiveness characteristics of display subsystems may be evaluated. In addition, methods for selecting the more/most desirable display subsystem from a group of subsystems based on their Organization, Cost and Effectiveness characteristics are presented. Section 1 provides an introduction to the overall problem and describes the philosophy underlying the adopted approach. Section 2 deals with effectiveness assessment using the methods of the Weapon System Effectiveness Industry Advisory Committee (WSEIAC) Task Force II as a guide. In essence the effectiveness of the display subsystems is determined taking into account combined equipment and human performance in each subsystem mode of operation weighted by the existence of the subsystem in these modes. Section 3 describes a procedure intended to assure a total resource cost, cradle-to-grave evaluation of the subsystems. Checklists, documentation forms and ground rules are suggested. Section 4 describes the Organization concept (i.e., operator and support personnel requirements), and methods for evaluating this characteristic. Section 5 describes methods by which the subsystem possessing the most desirable set of Organization, Cost and Effectiveness characteristics may be identified or separated from a group of alternative subsystems.
