NATIONAL SECURITY ISSUES OF 1980.
Abstract
The subject of this report is 'the possible growth of world problems which might increasingly influence or even replace the confrontation between the United States and the Soviet Bloc as of primary U. S. national security policy concern' over the next fifteen years. The study subject does not include development of detailed country or regional projections, but rather the identification of conditions or circumstances under which threats to U. S. national security appear reasonably likely to emerge. Only unclassified studies have been used in the preparation of the study. In order to add precision to the analysis, a convention is used whereby a national security issue is defined as an issue carrying a direct threat to the physical security of the United States, and a national interest issue is defined as an issue carrying a threat of low-level conflict. The report contains a chapter on analytic method, position papers on various world problems, and conclusions on a sample of prospective security and interest issues related to trends in the Third World and in Science and Technology.
