RADIO WARNING SYSTEM: ALTERNATIVE CONFIGURATIONS AND COST-BENEFITS ANALYSIS.

Abstract

A cost-benefits analysis of seven alternative configurations for the Radio Warning System is developed. The configurations are first described, then comparisons are made among the seven, using the performance criteria of response time, reliability, and population coverage. Cost and coverage are analyzed for the seven configurations. Five of the configurations are evaluated with different options as to number of broadcast stations involved. (Author)
