TVS-OCD CITY MODEL, PHASE I: RATIONALE FOR INPUT AND OUTPUT PROGRAMS BASED ON CATEGORIZATION OF POSTATTACK CITY OPERATIONS,

Abstract

The concept and rationale of the TVS-OCD City Model, based on the U. S. Navy's TVS (Target Vulnerability Studies) project conducted at the Naval Radiological Defense Laboratory, is described. This model is being designed to permit preattack target-vulnerability analysis and postattack damage estimates. Inputs to the model will consist of preattack and postattack city or community descriptions, one of a number of attack patterns, and damage estimates. Outputs of the model will be a rapid analysis and presentation of the information vitally needed by a postattack society trying to re-attain economic and societal viability. The present report defines input and output requirements of the model in terms of the vital operations of a city. (Author)
