THE ROLE OF PSYCHOLOGICAL OPERATIONS IN NAVAL MISSIONS. AN APPRAISAL AND RECOMMENDATIONS.

Abstract

This report, which integrates a number of previous findings developed by HSR with new material, addresses three questions concerning the role of psychological operations (psyop) in U.S. Navy missions: (1) How may psyop be defined, what is their scope, and how do they relate logically to other aspects of Naval and Marine operations; (2) In what situations and contexts are psyop apt to be an important and a manageable factor in mission success: What are the objectives of psyop in these contexts, and what are, or should be, major factors in their planning and conduct; (3) In view of the scope of contexts in (2), what steps need to be taken in operations, organization, training, and research to make psyop in support of diverse Naval missions more effective. A model of the psychological operations process is also presented and used as a framework for analysis of psyop in support of Naval operations in five key contexts (military assistance, counterinsurgency, police actions, Naval demonstrations, and tacit negotiations) and as an aid for identifying problems within the contexts.
