BUREAUCRATIC DECISIONMAKING IN THE MILITARY ASSISTANCE PROGRAM: SOME EMPIRICAL FINDINGS,

Abstract

An examination of the decisionmaking processes of bureaucracies in terms of three basic questions: (1) How are alternatives generated. (2) What are the bargaining relationships between different parts of a bureaucracy. (3) How do organizations learn. A survey was made of 25 decisionmaking officials in 6 agencies dealing with the Military Assistance Program (ISA, State Department, AID, Joint Chiefs of Staff, National Security Council, Bureau of the Budget).
