DEVELOPMENT OF A METHODOLOGY FOR COMPARISON OF STRATEGIC DISARMAMENT PROPOSALS. VOLUME II. STRATEGIC INTERNATIONAL RELATIONS NUCLEAR EXCHANGE MODEL (SIR NEM).
Abstract
Determination of the level of military forces appropriate for the security of nations is a complex process. One factor usually considered in such deliberations is the estimated effectiveness of the military forces. In order to provide the Arms Control and Disarmament Agency with a tool to estimate the effectiveness of strategic nuclear forces in warfare, a model of intermediate detail, depth, and scope has been constructed and tested. It is known as SIR NEM: Strategic International Relations Nuclear Exchange Model. SIR NEM is designed to handle multi-nation conflicts. Two opposing sides are handled simultaneously. Several nations can belong to each side. More than two-sided conflicts can be handled if all stages need no more than two of the sides in simultaneous interaction. (Author)
