CRITICAL REVIEW OF COST-EFFECTIVENESS OF BLAST SHELTERS-PHASE II.
Abstract
An evaluation of blast shelter cost-effectiveness is presented to provide an improved basis for shelter analysis in damage limiting studies. An analyses is given of the sensitivity of blast shelter cost-effectiveness to hardness ratings and discrepancies between shelter design ratings and weapon test results. Problem areas are identified in the fallout shelter program, including uncertainty of occupany, response to construction programs, and the effect of fire and blast damage on shelter effectiveness. Comparison is made between two blast shelter allocation models. Also presented is the sensitivity of cost per survivor added to the cost per occupant. (Author)
