THE MEASUREMENT OF PROFICIENCY OF AIR FORCE MAINTENANCE PERSONNEL.

Abstract

Many deficiencies in current practices of proficiency measurement of maintenance personnel can be corrected through a vigorous program of development and implementation. However, such a program must have as an integral aspect the definition of training and job performance standards for each Air Force maintenance position. Only when performance is assessed against such standards can all of the requirements for proficiency measurement be met. The assessment of skills and knowledge entering into complex human performances, such as troubleshooting, present a number of unsolved issues for which further research and development is needed. Although present principles and techniques offer a basis for improvement in current practices, dificiencies exist that call for the discovery of new approaches. The development of proficiency measures in advance of the training of maintenance personnel for new weapon systems presents new problems as well as opportunities for integration of proficiency evaluation programs.
