Major Weapon System Acquisition. An Analysis of DoD Management Arrangements.

Abstract

This report examines the various management arrangements between the Department of Defense and contractors for the acquisition of major weapon systems. The purpose was to identify an optimum arrangement. These arrangements, which included a prime contractor and two associate contractor options, were analyzed through interviews of DoD Personnel, evaluated against subjective criteria, and evaluated through a series of statistical tests of contractor performance data. No one management arrangement was found to be optimum; however, each new weapon system should be analyzed against the factors and criteria presented in this report to determine the best management arrangement.
