Icebreaker Propulsion Systems Feasibility Study. Volume IV. Nuclear Program Implications.

Abstract

This report presents the results of the programmatic, technical and economic implications inherent in employing current, state of the art reactor technology by the United States Coast Guard for propulsion of one, two and five nuclear icebreakers. The probable influences of a nuclear application are projected on: licensing and regulatory requirements; personnel distribution, manning and training levels; shore support and servicing facilities; design, construction and procurement policies; and related program costs. The major elements of this report consist of: a review of existing legal and technical requirements based on statute and precedent; a projection of the implications of these requirements to the Coast Guard in each of the areas specified above; and an estimate of related cost in each of the same areas.
