Emergency Operations Contingency Planning.

Abstract

This document describes the results of a study for the development of prototype emergency operations contingency plans based upon the operational environment found in New Orleans, Louisiana. The report describes the study method used; the concept of operation under which the plans would be developed; it critiques and evaluates the planning methods; and provides recommendations for planning. Appendices contain examples, for developmental use only, of prototype plans which were developed from this study for operating zones.
