Civil Defense Communications: Requirements for Community, County, and State.

Abstract

Studies are made of the communications requirements to support CD (civil defense) operations at the municipality, county, state region, and state levels using as situation models the City of San Jose, Santa Clara County, Mutual Aid Region II, and the State of California, and an assumed nuclear attack pattern. Included in these studies are reviews of the potential threat, CD organization, concept of operations, roles and responsibilities of component elements, and communications resources, as well as traffic analyses, needlines developments, survivability assessments, and considerations of grade of communications service at each of these political levels. A generalized methodology is developed for the determination of CD communications requirements including telephone and radio circuits, equipments, and facilities and complementary doctrine (plans and standard operating procedures) for any county, state region, and state. A brief study is also presented concerning the CD communications implications of the OCD Concept of Operations Under Nuclear Attack. (Author)
