Art and Requirements of Command (ARC). Volume I: Summary Report

Abstract

This report describes the results of Phase I of a three-phase study program directed toward identifying and analyzing the command-control support requirements of senior commanders. Conventionally, command-control systems have been studied and developed from the perspective of the information-systems analyst and then presented to the commander. Yet, in the military establishment, the senior commander represents the unity of command and of control. The focus must, accordingly, be the commander and all systems must be designed around the requirements.
