The capabilities of the remaining staff to manage, operate and maintain the physical portion of the systems are then assessed and a determination is made of overall postattack systems limitations due to staff capabilities. This report is supplementary to an earlier report, Vulnerability of Water, Sewage and Drainage Ssytems in San Jose, Stanford Research Institute, October 1967, OCD Five-City Report 5S-11101-4334A-01).
