Burma and Southeast Asian Regionalism.

Abstract

The study examines Burmese reaction to the format of the Association of Southeast Asian Nations (ASEAN), its relations with the members of ASEAN, and other foreign and domestic factors that might affect Burmese participation in ASEAN and/or other organizations for Southeast Asian regional cooperation. Because of a major objective of Burmese foreign policy--to remain neutral in relations with all nations and to maintain friendly relations with Communist China--membership in an association such as ASEAN could raise severe foreign policy problems. Moreover, the Burmese government is preoccupied with serious economic and insurgency problems. The time, energy, and risks involved in a foreign policy departure that might jeopardize the major objectives of Burmese foreign policy must be considered against this background. (Author)
